Description"If you see a plow operator, give him a hug."

That was Gov. Donald Carcieri's message of appreciation to the crews who helped clear the streets and highways of what is being termed the second-worst snowstorm in Rhode Island state's history, just behind the infamous Blizzard of '78.

"I fully expect that by (Tuesday) morning, we'll be back at 100 percent," Carcieri told reporters at Emergency Management Agency headquarters in Cranston Monday during a noontime press conference. Prior to briefing the media, Carcieri toured the state by helicopter Monday with National Guard General Reginald Centracchio, Col. Steven Pare of the R.I. State Police and James Capaldi, director of the state Department of Transportation.

Officially, just under two feet of snow -- 23.8 inches -- fell on the Ocean State during what is being called the Blizzard of 2005.

There were, however, no fatalities and no serious accidents reported since the snow began falling Saturday afternoon.

Carcieri's declaration of a state of emergency through the day Monday gave most of the approximately 14,600 state workers a paid day off. Emergency and essential employees who did come into work were paid at the overtime rate.
