DescriptionState Sen. Shirley Winsley (R-Fircrest) is calling it quits on a 27-year career in the Legislature.

Winsley, 69, announced to her fellow Senate Republicans on Friday that she will not seek re-election this fall.

The straight-talking lawmaker from the 28th District often frustrated her more conservative Republican colleagues because she often voted with Democrats, particularly on budget and labor union issues. Winsley said she was just representing her constituents.

She won her last two elections with more than 73 percent of the vote, evidence of substantial support from Democratic and independent voters. She said the recent change in the primary election system, which is designed to discourage such cross-over voting, had no bearing on her decision to retire.

Recent knee surgery, which will keep her from driving for six weeks, tipped the scales because it hampered her ability to campaign door-to-door, she said.

Winsley is the Legislature's second-most senior member, behind only Rep. Helen Sommers (D-Seattle). Winsley was first appointed to the House as a Democrat in 1973 and served one year. She was elected as a Republican in 1976, served 14 years and is now finishing her 12th year in the Senate. She also was one of the original Pierce County Council members in the early 1980s when the county converted to a council-executive form of government, overlapping with her legislative tenure.
