Even so, the question that keeps Trenton tongues wagging these days is: What creative ways will the administration find to keep right on borrowing?

Will public colleges and universities be cut out of the budget entirely and told to fend for themselves, since they have an independent authority that might be able to borrow money despite the court's ruling? Or how about issuing bonds backed by the anticipated future payback when Horizon Blue Cross Blue Shield switches from a non-profit to a public corporation, and reaps a windfall from stock investors?"
