Description | U.S. Rep. Earl Blumenauer's tearful bow-out of Portland's mayoral race one year ago left Commissioner Jim Francesconi with an apparent front-runner's lock on endorsements and campaign cash.
Then Tom Potter publicly plunged into the race, a seeming long shot, the day after Blumenauer's post-Labor Day announcement.
