Description | Perhaps America had more time than it thought before pre-empting Saddam Hussein. The embargo had worked better than estimated. His programs for developing weapons of mass destruction were in disarray. Yet developing such weapons remained a strategic goal. Saddam had tried to purchase uranium from Niger. And whatever his intentions, he clearly thought they could be more rapidly achieved with U.N. weapons inspectors gone, Security Council resolutions ignored and international officials bribed with the proceeds of humanitarian oil sales. |
