Description | "Most voters simply go to the polls and choose between the available candidates. They may complain about the quality of the candidates or the lack of competition, but they rarely think about why the choices are so unsatisfying.
There are lots of reasons for this anemia in the body politic, especially when it comes to legislative races. One of the most serious has to do with the way legislative districts are drawn. This has always been the most politicized of inside games, a chance for those in power, meeting in secret, to rig the game with a district map that strengthens hand and disadvantages their opponents. What's new are the computer tools that have made redistricting less a dark political art and more a science."
