Democrats said on Saturday that Bush administration plans to transfer power to a sovereign Iraq on June 30 might spark a civil war. Sen. Carl Levin of Michigan, delivering his party's weekly radio address, said factional fighting could result if power went to a U.S.-created entity that lacks Iraqi and international support. Although Iraqis look forward to the formal end of U.S. control, a rushed handover could unleash "even greater violence against our forces, including the possibility of civil war," he said. The Bush administration plans to hand power on June 30 to a still-undefined Iraqi authority backed by a continued U.S. troop presence. But Levin said President Bush should seek the United Nations' advice on whether postponing the handover might improve prospects for international involvement and help achieve a stable transition. "Embracing the U.N. as a full partner in deciding the make-up of an interim Iraqi government and the timing of the turnover of sovereignty would help distribute the burdens of stabilizing Iraq more equitably," he said.
