Michel Barnier, the new face of French diplomacy, is a strong backer of the European Union who has warned against U.S. dominance on the continent but insists that good trans-Atlantic ties are necessary. Barnier succeeds Foreign Minister Dominique de Villepin - known for his impassioned speeches against U.S. plans for war in Iraq - as part of a Cabinet shake-up announced Wednesday. The changes followed the governing right's massive defeat in Sunday regional elections in which the Socialist-led opposition marched to victory in all but one region of mainland France.
As long as President Jacques Chirac is in office, France's international polices won't likely change much, one lawmaker said. Still, Barnier recognizes the need for strong trans-Atlantic ties. At a Paris conference on U.S.-European relations in November, Barnier urged greater cooperation after diplomatic spats last year. "What these bad quarrels showed is that Europeans and Americans had stopped getting along," he said, without specifying. "Above all, the essential point is that we are allies."
Dominique de Villepin will be offered a new appointment as Interior Minister. |
