DescriptionSir Sydney Chapman, who has represented this seat since 1979, was one of the luckier Conservatives on 1997 election night. He held on with a wafer-thin majority of just over 1,000, resisting the Labour tide with the lowest swing of 14.1% against him in north London. In 2001 he increased his majority to 2,701 and 6.4%. He is retiring at this election. Prior to Sir Sydney's occupancy, Chipping Barnet was held between 1950 and 1979 by the late Sir Reginald Maudling, former Conservative deputy leader, chancellor of the exchequer and home secretary. "Chipping" means market. Barnet's market fair has become immortalised in Cockney rhyming slang as the synonym for hair. This is one of three constituencies within the outer London borough of Barnet. It lies in the north-eastern section, bordering the county of Hertfordshire to the north. The old A1 runs vertically through its centre. Chipping Barnet is rather uniform and suburban, with no particularly poor areas but it does contain the small, extremely wealthy Totteridge Village. Owner-occupation runs at 75% and unemployment is just below the national average.
