The first parliament was established on February 14, 1918 as the Transcaucasian Seym, which covered the entire Caucasus. It existed until Azerbaijan declared a short-lived independence on May 28, 1918.
Independence ended on April 28, 1920 with the Soviet occupation. The parliament was renamed the Supreme Soviet of the Azerbaijan SSR from 1920 until October 18, 1991, when Azerbaijan became independent and a republic again.
The founder of the parliament that exists in Azerbaijan today was Heydar Aliyev, considered the father of modern Azerbaijan.
