Andorra is isolated in the mountains of Southwestern Europe, between France and Spain. For 715 years, from 1278 to 1993, Andorrans lived under a unique co-principality, ruled by the French chief of state and the Spanish bishop of Urgel. In 1993, this feudal system was modified with the titular heads of state retained, but the government transformed into a parliamentary democracy.
The Heads of State have the title of "Co-Prince" and are the President of France and the Spanish Bishop of Urgel. They both are represented locally by their ambassadors, who fulfill all royal duties. The Head of Government is the President of the Executive Council, who is formally appointed by the coprinces and ceremonially elected by the parliament, the General Council of the Valleys (28 seats elected by popular vote to four-year terms).
National Flag Description:
The blue-yellow-red tricolour has been in use since the second half of the 19th century. Blue and red are the colors of France, yellow and red are those of Spain, and together they reflect Franco-Spanish protection. The arms combine the arms the bishpric of Urgel, the counts of Foix, Catalonia and Bearn. The motto is "United strength is stronger".
