The Town of Apex operates under the council-manager form of government, in which voters elect a Mayor and five Councilmembers as the town’s governing body.
Each member is elected to a four-year term by Apex voters. Elections are held in odd years, and are staggered, so that only half of the Council is on the ballot during an election.
In Apex, all members of the Town Council are elected at-large. Every voter completes a ballot that lists all candidates, selecting their top three choices for councilmembers. As a result, the top three vote-earners are appointed to the Council. This is a little different in years when the Mayor is elected - voters would select one candidate for Mayor, and their top two candidates for council members.
