Description FEMA, is an agency of the United States Department of Homeland Security. FEMA was
formed by Presidential Order on April 1, 1979 as an independent agency.

FEMA has more than 2,600 full time employees. They work at FEMA headquarters in
Washington D.C., at regional and area offices across the country, the Mount Weather
Emergency Operations Center, and the National Emergency Training Center in
Emmitsburg, Maryland. FEMA also has nearly 4,000 standby disaster assistance
employees who are available for deployment after disasters. Often FEMA works in
partnership with other organizations that are part of the nation's emergency management
system. These partners include state and local emergency management agencies,
27 federal agencies and the American Red Cross.

On March 1, 2003, the Federal Emergency Management Agency (FEMA) became part
of the U.S. Department of Homeland Security (DHS). FEMA's continuing mission within
the new department is to lead the effort to prepare the nation for all hazards and effectively
manage federal response and recovery efforts following any national incident. FEMA also
initiates proactive mitigation activities, trains first responders, and manages the National
Flood Insurance Program and the U.S. Fire Administration.
