This seat was contested for the first time in 1997, having been created largely out of the remnants of Plymouth Sutton, which was broken up after the Boundary Commission ruled that Plymouth could not justify three separate seats. It also took its first MP, Tory Gary Streeter, from its predecessor seat, and re-elected him on an increased majority in 2001. The seat retains an urban flavour with the Plymouth suburbs of Plympton and Plymstock. The area as a whole is predominantly middle-class and distinctly prosperous. It includes the attractive and affluent seaside and creekside communities of Newton Ferrers and Noss Mayo. The physical landscape is varied, but very beautiful. A large part of the Dartmoor National Park encroaches to the north, and the coastline in the south forms part of a designated "Area of Outstanding Natural Beauty". Apart from the Plymouth wards, the largest town is Ivybridge, which has been the site of some light industrial development. The seat has the least tourism and agriculture of all the Devon constituencies.
