Hartlepool provided a recent electoral test for Tony Blair's government with the by-election of 30 September 2004. It followed the resignation of Peter Mandelson to become European Trade Commissioner. The Liberal Democrats rose to second, just over 2,000 votes behind Labour's Iain Wright, while the Conservatives were pushed into fourth place by the UKIP (the first time the official opposition has come fourth in a by-election since the World War II). Hartlepool has been described as the archetypal north-eastern industrial town, on the coast a few miles north of Teesside and south of Sunderland. The landscape consists of chemical factories, dockyards and the Corus steel plant. Apart from the attention gained from having Peter Mandelson as its MP, Hartlepool was in the political news in May 2002 when it elected as Mayor H'Angus Monkey (aka Stuart Drummond) - the local football team's mascot who stood on a platform of 'free bananas for schoolchildren'. Peter Mandelson first won the seat in 1992, doubling his majority to 17,500 in 1997. In 2001 he kept his seat with a majority over 14,500.
