Description Congress established U.S. circuit courts of appeals for each of the nine judicial circuits
and assigned the sitting judge of the U.S. Circuit Courts for the Fifth Circuit to sit also
on the U.S. Circuit Court of Appeals for the Fifth Circuit, effective June 16, 1891. The act
also authorized an additional judgeship for the Fifth Circuit's new court.

The United States Court of Appeals for the Fifth Circuit is a federal court with appellate
jurisdiction over the district courts for the following districts:

* Northern, Western, Eastern, and Southern Districts of Texas
* Western, Middle, and Eastern Districts of Louisiana
* Northern and Southern Districts of Mississippi

9 Seats (4, 11, 15, 20, 22, 23, 26, 27, and 28) have traditionally been reserved for Texas.
5 Seats (3, 10, 13, 24 and 29) for Louisiana.
3 Seats (1, 2, and 21) for Mississippi.

Seats 5-9, 12, 14, 16-19, and 25 were transferred to the newly-created Eleventh Circuit
Court of Appeals when it was split from the Fifth Circuit on October 1, 1981.
