Description St. Charles Parish operates under a Home Rule Charter form of government designating the Parish Council as the governing authority of St. Charles Parish.

The Council is made up of nine members. Seven are elected from districts and two are at-large members elected parish wide, with one at-large Councilmember residing on the East Bank of the Mississippi River and one at-large Councilmember residing on the West Bank of the Mississippi River.

Each year, the Council votes to appoint a Chairman and Vice-Chairman. The Chairman acts as the presiding officer of the Council. The Vice-Chairman shall preside in the absence of the Chairman.
