No longer a small rural community, Blaine is now a 34-square mile viable residential and business area attracting well known businesses and facilities such as Aveda Corporation, Dayton-Rogers Manufacturing Corporation, Minnesota's Olympic class sports training facility, the National Sports Center, and the PGA's newly completed Tournament Players Club, TPC of the Twin Cities, the new home of the 3M Championship Senior PGA Tour event.
As the elected representatives of the people, City Councilmembers comprise the policy-making body of the City. The Council is composed of 6 members and the Mayor. Though voting equally with the other 6 members of the Council, the Mayor is the presiding officer at Council meetings and is the official representative of the City. 2 Councilmembers are elected from each council ward on staggered 4-year terms. The Mayor's position, a 4-year term, is elected at large.
The City is comprised of three council wards and 24 voting precincts. Elections are held each August and November in even-numbered years. The Councilmembers, as a body, implement all policies exclusively through the City Manager and, as individuals, neither perform nor interfere with any of the administrative work themselves.
