New Castle County Council currently consists of seven members.
Six of the members are elected from councilmanic districts.
The seventh member is elected at large from New Castle County
and serves as the President of County Council.

State law requires that a reapportionment from 6 to 12 Council
districts occur for the 2004 general election by splitting each existing
district into two districts. Each district shall contain a contiguous territory
and shall contain nearly as possible the same number of residents.
There will be a total of 12 council districts and one Council President
after this process is complete.

The 6 additional districts (7-12) have been created and will come into
existence officially the day after the election when the winners take office.
