Description |
25-member upper house of the bicameral Bhutanese parliament (also known as the Chi Tshog).
Twenty of the members must be non-partisan and are directly elected to represent each of the 20 districts (or dzongkhags) of Bhutan. The remaining five are appointed by the King of Bhutan (the Druk Gyalpo).
The powers of the National Council are modeled on that of the UK's House of Lords. It cannot initiate or effect legislation but can act as a house of final review.
The National Council was established by Royal Decree on June 30, 2007.
The National Council was preceded by the Royal Advisory Council (Lodey Tshogdey) established in 1965.
Elections were first held for the newborn National Council on December 31, 2007 (15 districts) and January 29, 2008 (five districts)
