Description 54-seat Upper House of the Federal Parliament of the Federal Republic of Somalia.

Elections for the Upper House were held on October 10, 2016. The threat of the Harakat al-Shabaab al-Mujahideen and other radicalized militia members in the country-side prevented an election with full suffrage from taking place.

Instead, the UN sanctioned the indirect election of 54 Senate members by the state assemblies of each Federal State of Somalia, with special arrangements for independent Somaliland (which still elects to vote in the Federal Republic under an odd arrangement) and the uncontrolled Hiiraan and Middle Shabelle regions.
Candidates are nominated by the state executives of the state assemblies (at least two candidates for each seat must be nominated) then voted on by the full assembly.

Thirty per cent of the seats in the Upper House are reserved for female candidates.

Parliament members are not allowed to identify with a political party or call themselves 'independent'.
