Formerly known as the Chief Minister until 1952, the Prime Minister is nominated by the party that wins the most seats in Bhutan's parliament, the Gyelyong Tshogdu, for further consideration by the King of Bhutan, the Druk Gyalpo, who remains the nation's head of state. The Prime Minister heads a Council of Ministers called the Lhengye Zhungtshog, members of whom are appointed by the King from lists of names recommended by the Prime Minister.
