The City of Shorewood, from what had been a part of Excelsior Township, was organized as a Village in 1956 and became a statutory City in 1974.
The City Council consists of the Mayor and four Council members. Council members are elected for four year terms. The Mayor term is elected at large. The City Council sets policy and overall direction for the City. The City Council also appoints a City Administrator who is responsible for running the day to day operations of the City.
