One of two legislatures of the European Union and considered the most powerful of the Union's seven institutions. Also known as the "Council of Ministers" or "Council." There are 28 seats in the body, one for each member state.
Together with the EU's other legislative body, the European Parliament, it amends, approves or disapproves of the proposals of the European Commission.
Members do not identify with political party. The CEU is based in Brussels.
