The Prime Minister is appointed by the President for a five year term, pending the support of a majority vote by Congress.
Outside of presiding over a cabinet appointed by the President (i.e, functioning as 'President of the Council of Ministers' or PCM), the prime minister has virtually no other powers and does not even have the benefit of being known as the 'head of government'.
One of only five prime ministers that exist in Latin America.
