The Prime Minister is nominated by the President and confirmed by the National Assembly. The President also appoints all members of the Prime Minister's Cabinet of Ministers, can chair Cabinet meetings at any time without the Prime Minister's consent, and can cancel orders issued by the Prime Minister and the Cabinet without constraint.
