InfoHe is the former Executive Director of the City of Pittsburgh Human Relations Commission and a former Executive Assistant to Pittsburgh Mayors Richard Caliguiri and Sophie Masloff. Dr. Simms is also actively involved in other civic organization such as the United Negro Fund, the Hill House Association, Beginning with Books, and the National Forum for Public Administrators. Dr. Simms provided executive leadership to Pittsburgh 2000. This program brought churches and Lay Leaders together to create an agenda for the religious community to deal rationally in urban ministry. He is also the President of Pittsburgh's American Baptist Seminary, and serves as an Instructor.

Dr. Simms' exceptional background in the city brings a perspective of Home Rule Government to County Council. He plans on addressing crucial issues that affect the area - population loss, unemployment, transportation and taxes. He expects as Council works jointly to address these issues, Allegheny County will greatly benefit. His main goal is to assemble coalitions and mutual interests in order to achieve a resolution. Dr. Simms has stated, "I appreciate the challenges of our region and want to do everything I can to improve the quality of life here."
