Kay’s love of politics started at a very young age with the simple act of putting bumper stickers on cars for her uncle. That uncle, Lawton Chiles, went on to become Governor of Florida, having served 18 years in the U.S. Senate.

Part of a long line of civil servants, Kay was taught from a young age how important it is to serve others. Her passion for hard work and standing up for what’s right has followed her ever since.

After attending law school at Wake Forest University, Kay worked as a trust officer at North Carolina National Bank. After her youngest daughter was born, Kay left the bank to focus on being a full time mom to her three children. Kay remained active in her community with United Way, National Conference for Community Justice, church committees and school activities. Along with civic activities, she was involved with numerous political campaigns including those of Governor Jim Hunt.

North Carolina Senate (D-Guilford) 1999-2008. Distinguished as one of the "Top Ten Effective Senators" in the state, Kay was commended for being a diligent and successful voice for the residents of Guilford County. Kay prides herself on prompt responses to the needs of her constituents whether it be requests for information, assistance with state services, or proactively keeping her constituents informed of legislative activities. Kay has served as co-chair of the Budget Committee during her last three terms.

In Kay’s nine years as a state senator, the legislature has eliminated unfair taxing practices, created Economic Development Tools, tackled the problem of predatory lending, and added state money to homeland security funds to make North Carolina more secure.

Education is the issue of most importance to Kay. She is extremely proud of her work to ensure that quality education is attainable for all North Carolinians. She has worked to strengthen the North Carolina education system by reducing class size, increasing teacher pay, and providing more funds for schools with children with disabilities and at-risk students. In addition, based on her belief that community colleges are the backbone of all North Carolina counties, she has worked to provide funding to these colleges for increased enrollment and enhanced technology equipment.

Born in Shelby, Kay now lives in Greensboro with her husband Chip who she met while they attended law school at Wake Forest University. Kay and Chip have three grown children: Jeanette, Tilden and Carrie.

Her father, Josie Perry "Joe" Ruthven, served as Mayor of Lakeland, Florida.
