InfoWard 13 Councilman Joe Cimperman was born and raised in Cleveland's St. Clair-Superior neighborhood, where he enjoyed the benefits of growing up in the city's most racially, culturally and economically diverse district. The council member's own family added to the neighborhood's cultural energy through their love of their Slovenian heritage. Joe's mother emigrated from Slovenia to the U.S. and his father was a first generation American proud of his Slovenian descent. The family was active in St. Vitus parish, located in the eastern most portion of Ward 13. Joe attended grade school there and continues to be active in the parish. His recent efforts working with the parish have helped produce St. Vitus Village, a senior housing community focused on providing safe, healthy housing for elders who want to stay in the area.

As a teenager, Joe earned a scholarship that helped him attend St. Ignatius High School on Cleveland's near west side. It was there that he began the volunteer work that would eventually lead him to public office. Following high school, it was on to John Carroll University, where he earned a degree in English and was highly active in student leadership roles. In addition to serving as Student Council President, Joe founded Project GOLD, a student-run community service organization dedicated to helping homeless, poor and underprivileged families in the Cleveland area. The success of this project led to an international award for the University, which soon made Joe's creation a permanent effort through the forming of the Office of Community Service. Joe also spearheaded the creation of JUSTICE, a coalition of 28 national Jesuit universities dedicated to creating and promoting student community service projects across the U.S.
