InfoAfter vigorously campaigning on a platform of economic development and family issues, Kevin Conwell was elected to represent Ward 9 on Cleveland City Council in November 2001. Kevin was swept into office by the largest margin in 16 years. Kevin was inaugurated for his first term as a Cleveland City Councilman on January 7, 2002.

Kevin’s legislative record proves his commitment to community service. He sponsored the Reverse 911 legislation that is being implemented citywide with homeland security funds to provide emergency information to Cleveland’s residents. In addition, he introduced and was successful in passing legislation to create the Mayor’s Taskforce on Responsible Fatherhood. Kevin also has introduced legislation to implement a 311-phone system in Cleveland, to strengthen compliance standards for grants and to create a revolving fund from fire insurance to maintain houses that are abandoned after a fire.

Recently, Kevin worked with Congresswoman Stephanie Tubbs Jones to form The Advocacy and Legislative Coalition for the Disabled to advocate for laws and policies that promote equality, access, economic security and parity in health care coverage for the disabled.

Before being elected to Council, Kevin was employed by the Center for Families and Children as Operations Manager for the “Fathers and Families Together Program”. As Operations Manager, he coordinated the delivery of parenting classes and job placement services to fathers in locations throughout the city of Cleveland. Curriculum development, job development and staff management were all a part of his regular work routine.

A native Clevelander, Kevin Conwell was born to Gloria Rollins-Conwell and Clarence Conwell in December of 1959. Kevin has shared 19 years of marriage with his wife Yvonne Spauling-Conwell. Kevin and Yvonne were childhood friends and have known each other for more than 30 years. They have a son, Kevin, Jr., who attends Glenville High School and two daughters, Krystle and Krystina who attend Captain Arthur Roth Elementary School.

Kevin is a humanitarian who volunteers regularly in his community. His weekends are often filled with teaching sign language to young children or playing the drums and the vibraphones at charity events. He and his children frequently volunteer at “Operation Helping Hands”, a non-profit organization that assists the poor. When asked to define himself, Kevin chooses the titles of husband and father above all other titles.

Kevin received his high school diploma from Glenville High School. He later earned degrees in purchasing management and business management from Cuyahoga Community College. In 1986, he earned a bachelor’s degree from Kent State University. Kevin is currently enrolled in Myers University’s MBA program.

In the spring of 2001, Kevin was one of four honored as the National Father of the Year by the National Fatherhood Initiative. Kevin has received numerous accolades from his community including:

The Martin de Porres Positive Change Award for Community Service;

Twelve proclamations from Cleveland's former Mayor Michael R. White, for sponsoring children safety programs, community job fairs and food drives;

The Humanitarian Award from Case Western Reserve University's Mandel School of Applied Social Sciences for helping the homeless and people with disabilities;

The Unsung Hero Award from Ohio Governor Bob Taft for helping people with disabilities;

Appointment to the Ohio Commission of Fatherhood by Governor Taft. The Commission's goal was to increase father/child bonding throughout the state; and,

The Bright Light Award from Goodwill Industries for initiating Cleveland's annual Disability Awareness Week.

The Humanitarian Award from Murtis H. Taylor Multi-Service Center for developing services for people with disabilities.

Kevin is currently a member of the National Black Caucus of Local Elected Officials.
