Info | Mayoral Candidate, 1999
Carl Stokes is a successful businessman and an active public citizen with extensive governmental and political experience. He recently held the position of Vice President of Business Development at Mid Atlantic Health Care, Inc., an international health care firm. His past business experience includes working for the Baltimore Sun and J. Melnick Auctioneers. In addition, he owned a retail clothing business with three stores in Baltimore City called "Every Mans Son."
Carl Stokes elective service includes serving as a Baltimore City Councilperson for the Second District from 1987 to 1995. In 1991, he led the commission that formulated the redistricting plan a plan that opened the door to the successful election of African Americans and women to City Council. He was appointed by the Mayor and Governor to the Baltimore City New Board of School Commissioners in 1997. Last year, Stokes served as chair of the commission on Baltimore City Council restructuring, which led to Question P. And most recently, Carl Stokes joined parents, teachers, students, and child advocates from Baltimore to bring $250 million to our public school system (City Hall leadership did not fight in Annapolis for this money-- Carl Stokes and the people of Baltimore did!).
Carl Stokes was born and raised in Baltimore City and is a South Charles Village resident. He grew up in the Latrobe Housing Project, graduated from Loyola High School, and attended Loyola College.
Carl Stokes community service is extensive and includes former and present memberships and leadership roles:
Chair, Maryland Education Coalition

President, Dallas Street Community Development Corp.
President, Eubie Blake Cultural Arts Center Board
Board Member, St. Francis Xavier Catholic Church Pastoral Council

Co-Founder, Baltimore Basketball Association
Former President, Mondawmin Merchants Association

Carl Stokes is also a lifelong member of St. Francis Xavier Catholic Church in East Baltimore, the first African American Catholic community in this country, founded in 1793.
