She owned and operated the Manpower franchise of Lake and McHenry Counties for 16 years until 2000, growing the company from $1 million in revenue in the early 1980s to $50 million in revenue with a total payroll of 2,000 employees a week by the year 2000. With more than 30 years of practical business experience, Teresa has a deep understanding of job creation, workforce development and the diverse needs of employers in our region. Teresa knows personally the burden and responsibility of business ownership and meeting a weekly payroll for thousands of employees.

In addition, Teresa has worked tirelessly as a civic leader for the last 27 years improving the quality of life for individuals and families while raising millions of dollars in support of community initiatives. Teresa was instrumental in the fight to keep the Great Lakes Naval Training Center in Illinois, saving thousands of jobs in Lake County and making it the only training center of its kind in the United States. Teresa is also the Founding Chair of the University Center of Lake County, a Board Member of United Way International, sits on the board of Midwestern Regional Medical Center in Zion, and is a board member of Carmel Catholic High School in Mundelein. Teresa has contributed her time and energy to several community service organizations providing rape-crisis intervention and promoting family wellness education.

Teresa has been recognized for her service - earning the United Way of Lake County Chairman of the Board Award, the Northern Illinois Council on Alcoholism and Substance Abuse James S. Kemper Jr. Humanitarian Award, the Waukegan-Lake County Chamber of Commerce Fred W. Losch Humanities Award, the Illinois Prairie Girl Scout Council Woman of Achievement Award and the YWCA Woman of Achievement Award.

Teresa and Chuck have five sons and seven grandchildren. Teresa’s roots are in Midwest prairie farming, and as the oldest of 12 children, was the first in her family to graduate from college. Teresa understands the hopes of Illinois families and the challenges they face.

Teresa Bartels has lived in Lake County for 27 years and is active with St. Francis de Sales Parish in Lake Zurich.
