On September 17, 2001, Patrick L. Meehan was sworn in as United States Attorney for the Eastern District of Pennsylvania, which under Mr. Meehan's leadership, has grown to include 124 Assistant United States Attorneys, 50 Special Assistant U.S. Attorneys, and 112 support staff.
In the aftermath of the events of September 11, and at the direction of Attorney General John Ashcroft, Mr. Meehan coordinated law enforcement and emergency response efforts and formed an Anti-Terrorism Task Force (ATTF). The ATTF in the Eastern District has since been recognized as a national model for its point-of-contact system with the elected District Attorneys in the nine county territory. In addition to his work with the ATTF, Mr. Meehan frequently visits with local enforcement and elected officials on a variety of issues in an ongoing, district-wide, outreach effort.
In January 2003, during the Project Safe Neighborhoods National Conference in Philadelphia, Mark Baldwin, District Attorney of Berks County, Pennsylvania, was named the nation's outstanding local prosecutor for his work in implementing Project Safe Neighborhoods in partnership with the U.S. Attorney's Office. In July 2002, President Bush named Mr. Meehan to the Corporate Fraud Task Force. Meehan is one of only seven U.S. Attorneys to serve on the panel, which is designed to provide direction for the investigation and prosecution of everything from cases of securities and accounting fraud to related financial crimes committed by CEOs and employees. U.S. Attorney Meehan also sits on the Attorney General's Advisory Subcommittees on White Collar Crime, on Terrorism, and on Civil Rights.
Mr. Meehan's Civil Division continues its nationally recognized work in healthcare fraud and has recently received a grant to further its efforts in fighting both predatory lending and elder care abuses. From January 1996 to September 2001, Mr. Meehan served as district attorney of Delaware County, Pennsylvania. His tenure was highlighted by a number of initiatives to address community-based problems. He created a Special Victims Unit for Domestic Violence, which insured that prosecutions could proceed without requiring the victim to testify, making it easier for victims to apply for protection from abuse orders. Mr. Meehan also partnered with the county's President Judge to reorganize the Juvenile Court process, expanding the number of Youth Aid Panels for first-time offenders, and establishing a truancy project to cut daytime crime and a "Communities that Care" intervention program for at-risk juveniles. Mr. Meehan also made the district attorney's office the host agency for the Department of Justice's Internet Crimes Against Children Task Force.
Prior to his election as district attorney, Mr. Meehan served as senior counsel and executive director for United States Senator Arlen Specter. He was also an associate at the law firm of Dilworth, Paxon, Kalish and Kauffman. Mr. Meehan grew up in Cheltenham, Pennsylvania. He graduated in 1978 from Bowdoin College and from Temple Law School in 1986.
