An Athens native, Heard has represented the 75th State House district for the past 10 years. He is only the second African-American to hold the seat and one of the few blacks representing a majority white district. During his tenure, he served on the powerful Appropriations Committee and he has looked out for the interests of his district, a district which includes parts of the University of Georgia as well as a naval base.
In addition to being a tenacious advocate for Athens' interests, he's sponsored bills that have helped many Georgia families in areas such as education and health care. Such bills he's sponsored include the College Savings Act, as well as a bill which makes it easier for local districts to start charter schools. He's also sponsored a bill to make it easier for individuals below the poverty line to get health insurance.
This committee chair is ready to take his level of service to a new level. After consulting his family and friends, and after extensive prayer, he publically announced he's considering a bid for Congress from Georgia's 12th district.
