InfoElaine Scruggs has held the position of Mayor of Glendale since February 1993. She is an active participant in regional and statewide issues and was most recently elected President of the League of Arizona Cities and Towns. In 2002, Mayor Scruggs was selected to co-chair the Maricopa Association of Governments' Transportation Policy Committee, which will guide transportation investments in the Valley for the next 20 years. She also serves on the Board of Directors and the Executive Committee of Westmarc, an advocacy group of businesses and government promoting the West Valley.

As Mayor of Glendale, which is the home of Luke Air Force Base, Elaine Scruggs was selected by Senator John McCain to chair Fighter Country Coalition, a strategic planning group with a vital interest in helping Luke retain its mission of training F-16 fighter jet pilots. Mayor Scruggs also serves on both the Arizona Military Airport Preservation Committee and the Governor’s Military Facilities Task Force.

Helping to foster the positive development of youth is also a priority for Mayor Scruggs. She actively participates in her Mayor’s Youth Advisory Commission, the Glendale Mayor’s Alliance for Youth, and serves on the YWCA Advisory Board, who honored her with its 2001 Tribute to Women Public Sector Leadership award. Through Mayor Scruggs’ efforts, Glendale was named the first Kids at Hope city in the United States.

Fostering leadership is another of Mayor Scruggs’ personal interests. Her desire for a program which would reinvigorate the public’s civic participation and their sense of ownership of local government led to the creation of Glendale University in 1997. More than 370 Glendale residents have “graduated” from Glendale University and become community leaders through service to non-profit organizations, appointment to municipal commissions, and election to the City Council. In 1997, Mayor Scruggs was elected to the Arizona Town Hall Board of Directors and actively participates on its Communications Committee.

Mayor Scruggs' business career included highly‑specialized management assignments within the communications industry. Positions held included Corporate Training Manager for a seven‑state area, and Arizona Administrative Manager, with responsibility for a customer account base billing in excess of $25 million annually. Mayor Scruggs is frequently called upon to speak on business issues and has been recognized by the National Association of Women Business Owners for her support of small business endeavors. In 1998, she was also honored as one of Today's Arizona Woman magazine's Top 100, and in 2003 accepted their Woman of the Year award.

Past leadership positions include serving as chairman of the Maricopa Association of Governments Regional Council and chairman of the Arizona Municipal Tax Code Commission.

Mayor Scruggs and her husband, Larry, relocated to Arizona from Pasadena, California in 1971. They are the parents of Jennifer, who is pursuing her Masters of Social Work degree in Tennessee.
