InfoAnthony was born in 1939. He was educated at Westminster School, University College, London, and was called to the Bar in 1962 (Gray`s Inn). He practised as a Barrister in Landlord and Tenant and Common Law, 1962-74; he was appointed Defence Counsel, Ministry of Defence Court Martials, 1964-68, and lectured in Law for the Council of Legal Education, 1964-67. He has been a Lloyds underwriter since 1972.

He is married to Carolyn Steen, a Child Psychologist who works in London schools. She is also a JP on both the Juvenile and Adult Bench. They have two children.

Anthony spent five years as a youth club leader in an East London Settlement from 1959-64. In 1964 he founded Task Force and was its first Director, 1964-68. He was invited in 1968 by the then Prime Minister, Harold Wilson, to direct the Young Volunteer Force Foundation, funded by the Home Office and chaired by the Rt Hon Selwyn Lloyd, MP, with whom he worked for five years, to spearhead an attack on urban problems and for which he raised over £3 million, from 1968-73.

During 1970-71, Anthony was appointed an adviser on employment and student matters to the Canadian Government.
Anthony's record

From 1974-1983, Anthony was Member of Parliament for the Wavertree division of Liverpool. Following the boundary redistribution in 1982, he was adopted Parliamentary Candidate for South Hams in Devon and in June 1983 was elected Member of Parliament.

In Parliament he was appointed Chairman of the 1974 Conservative Members Parliamentary Group and, between 1976-79, he chaired the Conservative Backbench Groups on Youth and Young Children. He was a Member of the Select Committee on Immigration and Race Relations, 1975-79, and travelled to the Indian sub-continent, the United States, the West Indies, Turkey, Greece, Cyprus, and most European countries, to help foster good community relations. He was also invited to visit 28 American cities on a Scholarship from the United States Government to study urban problems. On his return, he wrote `New Life for Old Cities` which made specific proposals to Government as to how urban regeneration could be activated and accelerated in Britain. Over the last ten years, many of its recommendations and suggestions have been implemented by the Government.

He was elected Vice-Chairman of the Social Services Committee, 1979-81; Chairman of the Conservative Urban Affairs and New Towns Committee, 1979-83, and Vice-Chairman of the Environment Committee, 1983-85.

He is currently Chairman of the Urban and Inner City Committee; Chairman of the backbench Sane Planning Group; Vice-Chairman of the Parliamentary Caribbean Group; Chairman of the British Parliamentary Papua New Guinea Groups; a member of the Select Committee on the Environment: a member of the Parliamentary Population and Development Group; a member of the Commons and Lords Cycle Club; and a member of the Services Committee. He is Vice-Chairman and Founder Trustee of the Task Force Trust. He is Chairman of the Outlandos Trust which aims to help unemployed young people in deprived urban areas to make music.

He is Vice-President of the International Centre for Child Studies; the Bentley Operatic Society; the Young Farmers (South Hams) and the Ecology Building Society. He is a member of the Council of Reference for International Christian Relief; a Patron of Liverpool`s Open Circle for Detached Youth Work and a Patron of St. Lukes Hospice in Plymouth: Vice President of the Malbrough with South Huish Horticultural Society; and a Trustee of a Dartington Summer Arts Foundation. In 1982-83 he was employed as Advisory Tutor to the School of Environment, Polytechnic of Central London.

In June 1982, he was invited by the Rt Hon Cecil Parkinson MP, to head the `Chairman`s Team` at Conservative Central Office. This consisted of 28 Conservative MPs who spearheaded a campaign to help Candidates and Associations in marginal and critical seats.
