| Info | Norm was raised on a small dairy farm near the community of Acme in Whatcom County, in the northwest corner of Washington State.
He graduated from the University of Washington in 1960 with a degree in Economics, and thereafter served as a Lieutenant in the United States Army.
Norm obtained his law degree from the University of Washington 1966. While attending law school, he served as editor-in-chief of the Law Review.
Upon graduation he was selected to serve as staff attorney for the United States Senate Committee on Commerce, chaired by Sen. Warren Magnuson. After his return to Seattle, Norm worked in private practice for three years before being appointed Chief Deputy of the Civil Division at the age of 32. In 1978, Norm was elected Prosecutor.
As King County Prosecuting Attorney, Norm Maleng has been a leader in the effort to reform our criminal justice system and improve public safety on the local, state, and national level.
Within the Prosecuting Attorney's Office, Norm has established a number of innovative programs, including a nationally-recognized sexual assault prosecution unit, a specialized homicide investigation and prosecution unit, a victim assistance unit, and a comprehensive domestic violence prosecution unit, including a system of advocacy for victims of domestic violence at the District courts throughout King County.
Norm also established Kids' Court, which helps child victims of sexual abuse understand the courtroom, and Drug Court, which offers first-time offenders an opportunity for a strict drug treatment program.
With a total staff of over 500 employees, including 240 deputy prosecutors, the King County Prosecutor's Office is one of the largest law offices in the state.
Within the State of Washington, Norm has led legislative efforts which culminated in the passage of a number of critical bills, including restoration and expansion of the crime victim compensation system, and establishment of our state's presumptive sentencing system (the Sentencing Reform Act), which has brought uniformity and certainty to the state's criminal justice system.
In 1989, Norm was selected to chair the Governor's Task Force on Community Protection after several outrageous crimes were committed by repeat predatory sex offenders. The Task Force recommendations became law, and Washington's laws regarding registration, notification, and civil commitment of sex offenders have become national models.
Norm helped strengthen laws in 1994 aimed at juveniles who carry firearms without adult supervision. He also worked to pass the Becca Bill in 1995, which has re-enforced the state's truancy laws and established expectations for dealing with runaway children. In 1997, Norm was a leader in the 1997 Juvenile Justice Act, which provides an improved framework to intervene in the life of a troubled youth.
Norm and his wife Judy reside in Magnolia. Judy Maleng earned her Masters Degree at the University of Washington in computer science and has been an independent computer consultant since 1970. She also earned a Masters in Business Administration degree from Seattle University in 1992. Their son Mark is a graduate of Washington State University, and works in the seafood industry. The Malengs are active in civic and church activities.
