Will has deep roots in western York County, his maternal family being among
the oldest in the county. He is the son of the late James Brian Bigger of York
and Mary Christine Feemster of Bullocks Creek. Will has two brothers.

Will graduated from York High School with distinction, where his peers elected
him as Senior Class President.

Will majored in Political Science and Modern Languages at Francis Marion
University. He exempted 12 credit hours before ever setting foot in a college
classroom. While at Francis Marion, Will was President of two political
organizations and one service organization. Will was elected to the Senate two
times and was elected to the Executive Branch with over 68% of the vote. While
in the Senate, Will chaired the Budget Committee, which was responsible for
appropriating over $30,000 annually. Will earned respect for being a budget
hawk, always guarding his constituents' money wisely. Administrators appointed
Will to various committees such as the Vice-President's Student Life Committee
and the Provost's Special Committee on Minority Hiring Practices.

Later that summer, Will went to work in Washington as a Congressional intern.

In 2004, Will managed a Congressional campaign in North Carolina's Tenth
District.
