Graciela Flores Napolitano was born and raised in the border community of Brownsville, Texas. After high school, she married and moved with her husband to California where they raised 5 children. A working mother, Napolitano worked her way up through the ranks of Ford Motor Company. After retiring from Ford, she focused full-time on civic pursuits in her adopted hometown of Norwalk where she has resided for the last 35 years.



Napolitano began her political career as a member of the Norwalk City Council, winning her first election in 1986 by a mere 28 votes. Four years later she won re-election by the highest margin of votes recorded in city history. In 1989, Napolitano was elevated by her council colleagues to serve as Mayor. During her council tenure, she focused much of her attention on redevelopment and transportation issues to address the city's need for jobs and a more diversified economic base.



Following her 1992 election to the California Assembly, Napolitano emerged as a recognized leader in such federal and state issues as international trade, environmental protection, transportation and immigration. She quickly earned a reputation as a hard worker and champion for small business, woman's issues, economic expansion and job creation. At various times she served as chair of the woman's caucus and vice-chair of the Latino caucus.



Today, Grace F. Napolitano is the Democratic U.S. Representative of California's 38th District. She is serving her third term in Congress having won reelection with 71% of the vote. Her Los Angeles County-based district covers several cities and communities in the Southeast and San Gabriel Valley areas including the City of Industry, La Puente, Montebello, Norwalk, Pico Rivera, Pomona, Santa Fe Springs, the unincorporated areas of Avocado Heights, Basset, East Los Angeles, Hacienda Heights, Los Nietos, South and West Whittier and Valinda.



The Congresswoman currently serves on the House Resources, International Relations, and Small Business Committees. She is also a member of several congressional caucuses: Hispanic, Women, Indian, Armenian, Greek and the centrist, business-oriented New Democrat Coalition (NDC).



As a small business owner and recognized leader in international trade promotion, her assignment to the Small Business Committee reflects her continued commitment to promoting and expanding foreign market access for American goods and services and creating high-wage jobs tied to trade. This focus is evidenced in her continued commitment to a series of annual, local International Trade and Procurement Conferences - an activity she spearheaded.



Grace has also taken an active role in reforming the system of federal "contract bundling," an impediment to many small businesses, and in helping minorities, women and new entrepreneurs secure critically-needed business capital. The congresswoman is committed to the economic revitalization of her district and is working aggressively with federal, state and local officials to bring in new businesses, higher wage jobs and training funds to the district, including a $2.8 million Labor Department grant to support specialized high tech training and $4 million to spur reuse and redevelopment of the Northrop Grumman B-2 facility in Pico Rivera.



On the environmental front, the Congresswoman has been instrumental in gaining Congressional and Administration approval for a plan to remove a 10.5 million ton uranium tailings pile near the banks of the Colorado River in Moab, Utah. The Colorado River is the source of drinking water for more than 25 million people living in Southern California. The recent agreement will ensure the safety of the drinking water for people in seven states and protect a fragile ecosystem.



Napolitano has also taken a leading role in suicide prevention among Latina adolescents noting that nearly one-out-of-three has seriously considered suicide - the highest rate for any ethnic or racial group in the country. In the 2001 Labor, HHS, Education Appropriations Bill, she won a major victory when funds were included at her request to support expanded school-based mental health services in Southeast Los Angeles County focused on the needs of Latinas.

Grace is married to Frank Napolitano, retired restaurateur and community activist. They reside in Norwalk, California and take great pride in their five grown children and fourteen grandchildren.
