Four Generations of Spokane Roots
My grandfather, Del Cary Smith, established a law practice in Spokane in 1897, where he and my grandmother raised five children; and most of them and their children have remained in the Spokane area. . . in the 6th district! My mother, Spokane Smith Hutchison was a well-loved teacher at Lewis and Clark High School from 1956 until her retirement in 1981. During her years at Lewis and Clark, "Spokie" touched the lives of thousands of students and led the efforts to close HowardStreet, creating the campus that now exists to the west of the school.

Family
My husband, Art Dolan, serves as a "mentor teacher" to beginning teachers for Spokane Public Schools. After 34 years teaching (minus 2 years for a tour of duty in Vietnam), he is also retiring this June to help with the campaign. Our daughter, Anne Sackville-West, graduated Phi Beta Kappa last June from the University of Washington Honors program in Business Administration with an International Business and Finance major. She now is working for Boeing. Our son, Tom Sackville-West, graduated with an AA degree from Shoreline Community College and will begin studying at the University of Washington in March. He recently won a national contest to produce a television pilot based on his own life. . . a 20 year old who is a fishmonger at Pike Place Market by day and pursues his dream of becoming a famous song writer/musician in the evenings. Professional Experience
I have worked for the Spokane Schools for 30 years. I began teaching first grade in 1973 at Bancroft Elementary. At that time, Bancroft was the lowest socio-economic school in the district. Spending the first five years of my teaching career at Bancroft, in the heart of the West Central area, gave me an opportunity to see the effects of poverty on the lives of my students in a very personal way. This awareness has been critical in my other professional and personal work throughout my career.

After teaching special education at Finch Elementary, I moved into administration in 1980, and became an Area Director in 1986. As an area director, I supervised principals and programs at North Central, Shadle Park, Glover, Salk, Audubon, Balboa, Browne, Finch, Garfield, Holmes, Indian Trail, Linwood, Ridgeview, Roosevelt, Westview, Willard, Wilson and Woodridge. I remained in the area director position for 12 years, learning critical skills for enhancing communication between families and schools. Personalizing the school district and making it responsive to the needs of individual children have been my passions.

In 1998 I became the Executive Director for Special Services where I supervised programs including special education, student services, guidance and counseling, professional-technical education, the Express program, Title I, the Learning Assistance Program, English as a Second Language, the 21st Century grants, Campaign for Kids 2001, Title IX Indian Education, and the Medicine Wheel Academy. These programs included budget authority of approximately 45 million dollars, but, more importantly, they gave me a chance to understand and develop close working relationships with the social service agencies in our community as well as the opportunity to gain a deep understanding of state and federal government policies and funding. These skills will be essential at the state level.

Following my stem cell transplant last summer, I have now returned to work full-time in the Executive Director role. My plan is to add as much value as I can to the Spokane Public Schools between now and June, and then to serve as a strong voice for Spokane in the State Senate. I want to put my experience in education, business and helping the community to work through complex problems to work for Spokane.

Community Activities
In January 1988 I joined the downtown Rotary Club #21 and served as their first woman president during the 1995-96 year. I believe that our Rotary Club, like the other service clubs in Spokane, represents an excellent example of non-partisan leadership in Spokane where some of the best leaders in our community come together to utilize resources and in-kind services both to enhance our city and to assist those in need in our local and global community. Most recently, I chaired the committee that decided to build the Rotary fountain at the entrance to Riverfront Park. It is delightful to see everyone�s hard work getting closer to reality!

In 1994, along with Don Higgins, the Executive Director of the West Central Community Center, I co-chaired the creation of the West Central Neighborhood Education Team. This community group works between the West Central Community Center, the West Central schools, health services, West Central COPs, social services, churches, and neighborhood businesses to turn community vision into safe and productive activities for children and families. One of the cornerstone features of the West Central annual events includes the "Neighbor Day" celebration in May that is led by North Central students and gives older students an opportunity to develop their leadership skills and younger children wonderful role models to emulate. This experience once again supported my belief that strong neighborhoods are the most critical ingredient to a healthy city, and our children need neighborhood opportunities to develop their leadership skills. For the past three years I have served on the United Way Board of Directors and, more recently, on the "Success by Six" Committee.

Just recently I have joined the Chamber of Commerce. Although I had served on education committees for the Chamber in the past, I now want to be more closely connected to the business agenda for Spokane so that I can represent those needs well at the state level.

Having grown up and raised my own children in the 6th district, the community initiative that has been the closest to my heart has been the renovation of Lewis and Clark High School. Working as a co-chair with Maureen Ramos and hundreds of others to oversee the neighborhood campaigns, we generated unprecedented citizen support of the renovation project. I understand community involvement at the neighborhood level. When the new building was re-dedicated on August 26, 2001, Scott Jones (one of the many people who had my Mom as one of their favorite teachers) and I served as the masters of ceremonies for the official dedication ceremony, an event culminating the many years of effort that was given by so many to make certain that "The Tradition Continues."

Politics
With the complex economic, health care, and social problems facing our city and state, we cannot afford to separate our thinking into two distinct categories of "Democrats" and "Republicans." Improving these issues will depend on smart, dedicated Spokanites finding solutions together, and this requires leaders who are capable of leading diverse groups toward consensus. I have spent my life developing just this set of skills. My friends and business associates represent the leadership of both Republicans and Democrats, and I work skillfully among the diversity of their views. I believe that I am not alone in my pragmatic political views, and that many other 6th district voters feel exactly the same way.

I know how to work within large complex systems, to collaborate with the many agencies that touch the lives of the people in Spokane, and to bring diverse groups of people to consensus. In all of the years I have spent helping parents and children, not once have I ever asked, "Are you a Republican or a Democrat?" I would bring this same style of working with people to the Senate. I would work to build trusting relationships across the aisle, seeking solutions to the many problems we face in a time of shrinking resources. I believe that it is impossible to find the best solutions without first understanding the issues, and I have a particular passion for working between systems to decrease bureaucratic costs by eliminating waste in duplication. I am positive, optimistic, and tenacious. My management training and experience, and my skill in using interest based problem solving, will be an asset at the state level where new leadership skills are needed if solutions are to be found.

Having worked for years with families in poverty, I understand that the future viability of our city lies in economic development. Only through healthy businesses, vital educational systems, and safe neighborhoods will Spokane families be able to enjoy the higher standard of living that will make Spokane strong. I will be a positive influence in making this happen. I offer ethical leadership and will stay in touch with the people who live in Spokane. I live in your neighborhood, my concerns are your concerns, and I will know how to advocate for you in Olympia. After all, my own roots remain in Spokane.
