| Info | Hal graduated from Omaha, Nebraska Benson High School, received his Bachelor of Science degree in Business Administration from Washington University in St. Louis, Missouri, his law degree from University of Nebraska and served as a Captain, U.S. Army Infantry, Platoon Leader and Company Commander.
Hal practiced law in Omaha with the firm of Fitzgerald, Brown, Leahy, McGill & Strom; was Vice-President and General Counsel with Standard Chemical Manufacturing Company; elected to and served four-terms in the United States House of Representatives working for Nebraskans as a member of the most powerful and influential committee of the Congress, the Ways and Means Committee; campaigned for the U. S. Senate on two occasions; was a principal and partner in the accounting firm of Deloitte & Touche; served as the twice-elected Mayor of the City of Omaha; was elected to the Boards of the Nebraska League of Municipalities, the U.S. Conference of Mayors and the National League of Cities, and was President of the National Republican Mayors and Local Officials Association for six years; was elected to be a Delegate to the last four Republican National Conventions, serves as Vice-Chairman of the Metropolitan Entertainment and Convention Authority Board, is Chairman of Community Health Charities of America National Board, National Committeeman for the Nebraska Republican Party, was President and CEO of the American Health Care Association, and is now a partner with Blackwell Sanders Peper Martin law firm. Appointed by President G.H.W. Bush to the National Advisory Commission on the Public Service in 1990 and nominated by President George W. Bush, to serve a six-year term on the permanent statutory Social Security Advisory Board and as a result of confirmation by the U.S. Senate on January 25, 2002 and at the direction of the President, on February 5, 2002, serve as its Chair for the next four years.
Hal’s civic, charitable, and philanthropic endeavors past and present, are well known, and include: City of Omaha Treasurer, Metropolitan Entertainment and Convention Authority, elected Nebraska National Committeeman for the Republican Party, 2005, Member of the Board of Directors and Chairman of Community Health Charities, Member of the Board of Directors of the Masonic York Rite Temple Corporation, Nebraska Heart Association Past President and Board Chairman, United Way/Chad, Professional Section Past Chairman, Optimists International, Salvation Army Volunteer Trustee; South Omaha Eagles No. 154, 33rd Degree and Scottish & York Rite Mason, Joslyn Museum, Henry Doorly Zoo, Durham Museum, Lauritzen Botanical Gardens, Fontenelle Forest Association, Red Cross Gallon Club, Omaha Community Playhouse, Omaha Area Youth Orchestra, Omaha Symphony, Children’s Museum, Humane Society Friends Forever, Nebraska Diplomats, Friendship Force, Freedom Foundation, Trustee Mid-America Boy Scouts Council, American Judicature Society, Nebraska Bar Foundation Fellow, South Omaha Eagles, and Hal is an Elder at his Church, Benson Presbyterian.
Hal has received numerous awards and citations recently including: Distinguished Eagle Scout, Silver Beaver Award in Scouting, and Citizen of the Year in 2003, Omaha Chamber of Commerce Business Hall of Fame in 2004, Humanitarian Award by the Grand Masonic Lodge of Nebraska, 2004, Communication and Leadership Award from Toastmasters International, 2005. More recently, Hal served as Chair of the Salvation Army “Be A Hero” luncheon and as a capitol campaign chairman for Madonna School. He is a member of the Advisory Board of Grace University.
Hal is a member of Veterans of Foreign Wars Post 2503, American Legion Post 112, “40 & 8” American Legion, Reserve Officers Association, and the Air Force Association.
Hal has three children and five grandchildren. He is married to the former Mary Mernin of Arapahoe, Nebraska.
