| Info | Marvin Mandel, Maryland's fifty-sixth elected Governor, began his service to Maryland in the House of Delegates in 1952. He served as Chairman of both the House of Ways and Means Committee and the Baltimore City Delegation before he was elected Speaker of the House in 1963. He served in that office until his General Assembly colleagues elected him to be Governor on January 7, 1969. He served as Governor until 1979, and again was overwhelmingly elected to two four-year terms first in 1970, and again in 1974. He served as Governor until 1979.
While Governor, Marvin Mandel received honorary doctorate degrees from eight colleges and universities in and outside of Maryland. In 1971 he was selected as the Chairman of the Democratic Governor's Conference and in 1972 he was chosen by all of the Nation's Governors to be the Chairman of the bipartisan National Governor's Conference.
His legacy includes an unprecedented record of enduring public policy initiatives, such as the reorganization of State Government and creation and implementation of the Cabinet System, as well as, the creation and implementation of the State District Court System. The method of Judicial Selection Process was established and the State Public Defender System was created and implemented. Modernization and improvement of State Transportation Systems included creation of the State Department of Transportation, purchasing Baltimore-Washington International Airport, establishing the Transportation Trust Fund, building Baltimore City Subway System, funding the Washington Suburb System and developing Mass Transit Administration.
Major initial environmental protection legislation during his administration included the State Wetlands Act, water and air control standards, Power Plant Siting Act, State Land Use Law, Maryland Environmental Service, Advisory Council on Energy, and statewide Sediment Control Law. Other initiatives included proposed constitutional amendments creating the Office of the Lieutenant Governor, major recodification and revision of Maryland State Code, strict hand gun control legislation, and creation of the Hospital Cost Review Commission. Also created and implemented during his terms were the Maryland State Lottery, medical malpractice insurance reform, and the health claims arbitration system.
The establishment and implementation of the mandatory automobile insurance program and Maryland Automobile Insurance Fund, Maryland Housing and Community Development Authority, State Drug Abuse Authority and narcotic laws, State Public School Construction Program, State Prosecutorial System and Office of the State Prosecutor, and the Office of Aging were other major highlights of his administration.
Marvin Mandel was born on April 19, 1920. He graduated from City College in 1937, and attended the University of Maryland and the University's Law School, receiving his L.L.B. in 1942. That same year he enlisted in the Army and served as an instructor at Aberdeen Proving Ground and at Texarkana, Texas until he was honorably discharged in 1944.
Today, Governor Mandel continues to practice law on a daily basis in his Annapolis office. He continues to be a member of the Anne Arundel County Bar Association, National Governor's Association, National Institute of Former Governors, and The Speaker's Society. He also continues to remain active at the University of Maryland as a member or the Terrapin Club, M Club, Athletic Capital Campaign Cabinet, and is a loyal fan of their athletic teams. He is also an avid fan and supporter of the Baltimore Orioles and Baltimore Ravens.
