| Info | Judge Robert R. Cupp was elected to the Third District Court of Appeals in 2002. He was born and raised in rural Allen County and graduated from Columbus Grove High School. He earned both his undergraduate degree in political science and his law degree from Ohio Northern University. As a student at O.N.U., he served as president of the Student Senate.
Prior to becoming a judge, Bob Cupp served as a Lima City Prosecutor and Assistant Director of Law (1976-80), an Allen County Commissioner (1981-1984, 2001-02), and was a 16 year member of the Ohio Senate commencing in 1985 and ending in 2000 with the advent of Ohio�s legislative term limits. He was also engaged in the private practice of law in Lima for over 25 years.
While a member of the Ohio Senate, Judge Cupp served as President Pro Tempore, the second-ranking leader in the Senate, from 1997 through 2000. He also served as chairman of the Commerce and Labor Committee, the Civil Justice Subcommittee, and the Legislative Information Systems Committee; and at various times was a member of the Judiciary, Finance, Education, Agriculture, Ways and Means, State and Local Government, Rules, Joint Legislative Ethics, and Legislative Service Committees. He also served as co-chair of the Council of State Government�s Committee on Suggested State Legislation and co-chair of the Midwestern Legislative Conference�s Midwest-Canada Relations Committee.
Judge Cupp is a two-time recipient of the Ohio State Bar Association�s Distinguished Service Award, a recipient of both the Robert E Hughes Memorial Award from the Ohio Association of Elected Officials and the State 4-H Alumni Award. He is a member of the Allen County and the Ohio State Bar Associations.
Bob�s wife, Libby, is an educator; they are the parents of two sons, Matthew and Ryan.
