George Cunningham spent eight years of distinguished service in the Arizona Legislature. He was recognized by his legislative colleagues and business, labor & community leaders throughout the state as an effective and knowledgeable legislator who worked to build bi-partisan coalitions on a wide range of issues.
In the State Senate (1997 – 2000), George served on the Senate Finance, Health and Financial Institutions and Retirement Committees. He was first elected to the Arizona House of Representatives in 1992 and was elected by his colleagues as Minority Whip in his second term. While in the House of Representatives, he served on the Appropriations, Ways and Means, and Rules Committees.
During his legislative years, George concentrated on issues dealing with finance, budgets, and investing in Arizona’s future. He worked with considerable success on initiatives to: 1) strengthen Arizona’s economy through creation of high-wage jobs; 2) achieve equal funding across the state to build and operate schools; and
3) provide Arizona’s cities and counties with increased resources and innovative financing tools to improve their communities.
Prior to his legislative service, George worked in the executive management of the University of Arizona from the late 1970s and the 1980s. He served in various administrative and financial capacities, including Vice-President for Administrative Services from 1985 to 1988. When Governor Rose Mofford staffed her transition team, she selected George Cunningham as her Chief of Staff for the two-year period, 1988-89. In the early 1970s, George Cunningham served as a policy and research assistant to the Arizona State Senate President and prior to that he did two-year stints as Executive Director of the Pima Association of Governments and Assistant City Manager of South Tucson, Arizona.
As a State Senator, George provided the leadership to achieve Tax Equity for all Arizona counties. The Tax Equity legislation enacted in 1994 and 1996 resulted in a fairer distribution of state-shared sales and fuel tax revenues to Arizona’s counties.
In 1997, George Cunningham was elected as a Fellow in the National Academy of Public Administration, which honors Americans who have made outstanding professional contributions to government and public service. He received his Bachelor Degree in Public Administration in 1967 and his Masters in 1972 from the University of Arizona. George owns/manages a property investment company for residential apartment complexes. He is married to Marjorie Fisher Cunningham, an attorney, and they have three grown children.
