| Info | The Almanac of American Politics says that Congressman Spencer Bachus "has become an important member in the House far more quickly than he must have expected." Since his election to Congress in 1992, Congressman Bachus has built an impressive record of achievement on local and national issues that has made him popular among his constituents as a responsive public servant.
First elected in 1992, Congressman Bachus defeated a 10-year incumbent, despite being outspent 2-to-1 during the campaign. Since then, the people of the Sixth District have voiced their strong support for his record of service by re-electing him four times by landslide numbers, including a record 89% in November 2000.
His hard work on issues like cutting taxes, improving education, securing highway funds and fighting terrorism earned him national attention and a coveted subcommittee chairmanship after just his first term in Congress. For being an outspoken supporter of a balanced budget, free enterprise and economic growth, Congressman Bachus has won praise and awards from organizations such as the National Federation of Independent Businesses, Citizens for a Sound Economy, the Farm Bureau, the Seniors Coalition and the National Taxpayers Union.
In Congress he has amassed a significant list of legislative achievements. As Alabama?s only member of the Transportation Committee, Congressman Bachus is securing vitally needed funds to keep Alabama moving forward. In 1998, he helped change the federal highway funding formula. As a result, Alabama is finally getting its fair share of federal transportation funds. Our state's share of these critical funds increased 61%, meaning Alabama receives more than $200 million more in federal transportation funds each year than it used to. Today, Alabama receives more than half a billion dollars each year in federal highway funds -- without sending a penny more to Washington in gas taxes.
Among his many other accomplishments, Congressman Bachus authored provisions of the Balanced Budget Act that provide Medicare beneficiaries with new preventive health benefits, such as prostate cancer screening and mammography exams. Congress also approved legislation he introduced to eliminate federal taxes on state pre-paid college tuition plans, making college more affordable. Recently, the Congress passed and the President signed legislation Congressman Bachus introduced to create a new National Wildlife Refuge along a 3 ? -mile stretch of the Cahaba River in Alabama. The Nature Conservancy has designated this endangered stretch of the Cahaba River as possibly the most biodiverse in the continental United States. He has secured millions of federal dollars for a variety of important area needs, including construction of a new airport control tower at the Birmingham International Airport, improvements to the Shelby County Airport and building a flood control levee in Northport.
Congressman Bachus is also a leader in efforts to fight crime and terrorism. When he served as Chairman of the Oversight and Investigations Subcommittee, Congressman Bachus steered the investigation that uncovered counterfeit $100 bills being produced by foreign countries and used to finance terrorist activities. This investigation resulted in passage of legislation he introduced that strengthens our nation's ability to combat foreign counterfeiters and toughens criminal penalties. Under his leadership, the Subcommittee also investigated the rise of drug trafficking along the U.S.-Mexico border and advanced measures to intercept drug profits before they can reach foreign drug lords. Prior to the terrorists attacks on September 11th, he had introduced legislation calling for sanctions against countries engaged in state-sponsored terrorism and had warned of the danger to the United States of fundamentalist states espousing Islamic jihad.
