| Info | New York State Senator Efraín González, Jr. was elected to the New York State Senate in 1989, during a special election. Since his election, he has focused on the revitalization of the Bronx. As a result, Senator González has been on the forefront of the battle for economic development, education, affordable housing, health reform and the fight against crime and drug abuse. Consequently, the Senatorial District Legislative Advisory Council was created to provide input and empower his community in the decision making process.
Born in Coamo, Puerto Rico on May 1, 1948, to Efraín González, Sr. and Rosael Rojas, his parents moved to the Bronx six months later where he has lived ever since. His political involvement began at the early age of 19 when he became an outspoken advocate for the working man and woman. Given his demonstrated abilities, he was elected as the Union Representative for the Transport Workers Union at the age of 20. Later, he would also become Union Representative for Local 820 of the International Brotherhood of Teamsters. To this day, Senator González remains concerned about the interests of the average worker.
The Senator believes that a harmonious partnership between the worker and the business community is an integral component for the revitalization of the New York State economy. Senator González's involvement with economic development issues has enabled him to recognize existent opportunities in the global market place. His pursuit and eventual appointment as Chairman of the New York State Senate Democratic Task Force on International Trade Development demonstrates his global perspective of economic issues. In particular, he has focused on the virtually untapped markets in the Caribbean and Latin America and believes that these regions offer new opportunities for growth for New York based businesses.
At the same time, the Senator strongly favors attracting global investment for Bronx County. He has taken the lead in attracting new private sector investment in the wholesale food industry, which is a major employer in Bronx County. He continues to work within the insurance industry and financial institutions, as well as with entities such as the United States Hispanic Chamber of Commerce to push for the commitment of new resources and investment in inner city enterprises. Finally, he has proposed legislation creating the Bronx Urban Development Corporation, whose primary objective would be to offer incentives and attract private investment into the area.
The Senator's scope of involvement in public service extends beyond local and state issues. Today, he serves as a founding member and Chairman Emeritus of the National Hispanic Caucus of State Legislators (NHCSL), a membership body of over 250 state legislators. Along with his colleagues, the Senator created a national agenda that encompasses the diversity of all Hispanic groups. Under his stewardship, as past President for four consecutive terms, the NHCSL has outlined several areas of concern including education, health, housing, and economic development.
Senator González has sponsored key legislative measures since his election. The Office of Minority Health was created in response to the high incidence of AIDS and other health care crisis issues that have disproportionately affected the poor and mostly minority communities. The Puerto Rican / Latino Business Development Center was created as a resource service network aiding Puerto Rican / Latino businesses. The Security Guard Act was enacted to provide greater accountability of personnel practices in the entire industry. The Senator has also introduced legislation to allow for human research subject experimentation to be published in the state register. The bill also calls for greater protection of human research subjects by providing for full and informed consent prior to their participation in research experiments.
In addition to his standing committee assignments in the New York State Senate, the Senator is currently President of the National Hispanic Policy Institute, Inc.; Chairman Emeritus of the National Hispanic Caucus of State Legislators; Co-Chair of the New York State Senate Puerto Rican / Hispanic Task Force; member of the Senate Minority Task Force on Education and the Senate Minority Task Force on Financing of Affordable Housing. Senator González is also a member of the Governor of Puerto Rico's Blue Ribbon Commission on Economic Development and an Advisor to the Secretary of Housing in the Dominican Republic.
