InfoSeymour P. Lachman, a Democrat, was first elected to the New York State Senate in a special election held on February 15, 1996. Senator Lachman represents parts of Brooklyn, and North and East Shore communities of Staten Island.

In 1993, Senator Lachman co-authored a major analysis of the role of religion in contemporary American society. One Nation Under God: Religion in American Society (Random House, 1993) incorporates data from the National Survey of Religious Identification, the most extensive survey of its type in twentieth century America. The book was an alternate selection for the Book of the Month club as well as a quality paperback selection in 1994.

Prior to coming to the Senate, Senator Lachman's professional efforts were concentrated in the field of education. He had been a teacher (at Lafayette High School), a college professor, an administrator and a policymaker. At the time of his election, he served as University Dean for Community Development at the City University of New York and Professor of Educational Administration at the Baruch College School of Public Administration.

While teaching at the City University, Senator Lachman was selected by the Borough President of Brooklyn to serve on the newly created New York City Board of Education which was responsible for the development of mechanisms to implement the New York City Education Decentralization Law and the managerial oversight of a four billion dollar annual budget. He was subsequently elected President of the Board, and his significant policy accomplishments included restructuring the Board of Education; codifying rights and responsibilities of high school students; establishing confidentiality of student records; creating high school consultative councils of administrators, faculty, parents, and students; and creating an appeals process for the central Board of Education.

Senator Lachman's deep commitment to quality education for children and his innate talent for bringing people together led to the formation of the New York Collaborative of Public and Nonpublic Schools. The Collaborative brings together school leaders from all educational sectors for the purpose of developing programs and policies that will serve the educational needs of all children.

Building on the success of the New York Collaborative, Senator Lachman founded and currently chairs a National Collaborative, which replicates the New York City model in twenty cities of the United States. Leaders of the public school systems consult regularly with representatives of the local Catholic, Jewish, Protestant and private independent school systems to develop programs and policies. While President of the New York City Board of Education, Senator Lachman sponsored the first Holocaust Studies curriculum for the nation's largest public school system. This was later replicated by hundreds of other school systems throughout the United States.

Senator Lachman was appointed to the National Advisory Council on Bilingual Education by President Jimmy Carter and re-appointed by President Ronald Reagan. As a member of the council, he and his colleagues recommended policy in the area of bilingual education to the Secretary of Education and the Congress.

Senator Lachman served as co-chair of the New York State Blue Ribbon Panel on Catholic Schools from 1992 to 1994 under Governor Hugh L. Carey. The panel formulated policy recommendations aimed at stabilizing enrollments and reversing the pattern of Catholic school closings while ensuring that the quality of education provided in these schools was maintained.

An active participant in New York City communal affairs, Senator Lachman is a past chair of the Interfaith Coalition of Concern about Cults. This inter-religious organization of Protestant, Catholic, Jewish, and Eastern Orthodox leaders educates the public about the impact of destructive cults on individuals and society.

Senator Lachman is the former chair of the Greater New York Conference on Soviet Jewry; founding president of the Bensonhurst Community Council; former chair of the Bensonhurst Partnership for Intergroup Understanding; past chair of the Coalition on Higher Education; past chair of the Board of Directors of the Bensonhurst Council of Jewish Organizations; a former member of the Board of Directors of the Hebrew Immigrant Aid Society (HIAS); and a former member of the Executive Committee and the Board of Directors/Board of Overseers of the New York UJA-Federation. Currently, he is a vice president of American Friends of the Open University of Israel; a member of the Board of Directors of Metropolitan Hospice; and President of the National Association of Jewish Legislators.

A skilled communicator, Senator Lachman has appeared on CNN; NBC's Today Show with Bryant Gumbel and Katie Couric; CBS News Sunday Morning with Charles Kuralt; and public television's America: Personal Conversations with Dennis Wholey. He was also interviewed on Voice of America radio.

The Senator received his Bachelor of Arts and Master of Arts degrees in History from Brooklyn College and a Ph.D. in Education from New York University. He resides in Brooklyn with his wife, Dr. Susan Lachman, who teaches sociology at Kingsborough Community College. They have two children and seven grandchildren.
