| Info | THOMAS EDWARD CAMPBELL was born in Prescott, Arizona, on January 18, 1878. He was educated in public schools and attended St. Mary's College in California for one year. Campbell was Prescott's assistant postmaster in 1894, and postmaster of Jerome, Arizona, from 1902 to 1905. He was president of the Rio Verde Cattle Company and director of the Jerome-Verde Copper Company. Campbell served in the Arizona Territorial Legislature from 1900 to 1901, was county assessor of Yanapai County from 1907 to 1911, and again in 1912 to 1915. He was the Republican candidate for U.S. Congress in 1914. He was elected Governor of Arizona on November 7, 1916, narrowly beating Governor George W.P. Hunt. On December 22, 1917, the Arizona Supreme Court ruled that a recount gave Hunt the victory. Campbell left office on December 25, 1917, and later served in the U.S. Food Administration and the U.S. Treasury Department. Campbell was reelected to the governor's office in 1918, and again in 1920. During his terms, Campbell's primary concerns were in the equitable distribution of the Colorado River water and in Arizona's tax structure. His administration passed a workmen's compensation act, approved a comprehensive water code was approved, and enacted a budgeting system for state expenditures. Campbell was unsuccessful in his bid for reelection and left office on January 1, 1923. He stayed active in public life, serving as chairman of the Fact and Finding Commission on Federal Reclamation from 1923 to 1924. He was a member of the Republican National Committee from 1924 to 1928, and president of the U.S. Civil Service Commission from 1930 to 1933. Campbell suffered a cerebral hemorrhage on the state capitol grounds and died on March 1, 1944, at the age of 66. He is buried in Phoenix, Arizona.
