Academy; was graduated from the law department of the University of Maryland at Baltimore and was admitted to the bar in Baltimore, Md.; elected as a Republican to the city council of Baltimore in 1887 and 1888; in the campaign of 1895 was treasurer of the Maryland Republican State and city committees; general agent of the United States Life Insurance Co. 1905-1912; elected as a Republican to the Fifty-fifth Congress (March 4, 1897-March 3, 1899); unsuccessful candidate for reelection in 1898 to the Fifty-sixth Congress; member of Baltimore Sewerage Commission in 1911 and 1912; died on a boat in the Middle River, in Baltimore County, Md., March 30, 1912; interment in Loudon Park Cemetery, Baltimore, Md.
