Born and raised in East Texas, Todd Staples was re-elected to serve his second term in the Texas Senate in 2002. Staples served as Mayor Pro Tem of Palestine before being elected to the Texas House of Representatives in 1995. Senator Staples represents all or part of 16 counties.
Senator Staples is well-regarded for his conservative approach, fiscal responsibility and strong work ethic. Staples’ legislative priorities encompass balancing the budget without tax increases, prioritizing spending to ensure education funding remains the first priority, implementing tort reform measures to curb escalating insurance costs, enhancing property taxpayers’ rights, creating economic development opportunities for local communities, attracting and retaining highly qualified teachers and state employees and protecting natural resources for future Texans. Moreover, Senator Staples continues to address the needs and issues of Senate District 3, such as funding for community colleges and universities and environmental concerns affecting timber and agricultural resources.
During the 78th Legislative Session, Staples authored legislation to give major relief to taxpayers and school districts across Texas. Among the bills passed were Senate Bill 340, addressing tax equity and tax fairness by providing penalties to those who do not abide by current property rendition laws; Senate Bill 1646, resolving the timber capitalization rate and providing a fair and balanced timber valuation process; and Senate Bill 671, implementing a “grace period” for school districts that would have received reduced state funding if their Property Value Study indicated a higher total value of property than was appraised locally.
The newly named Chair of the Senate Committee on Infrastructure Development and Security and the interim Select Committee on Workers’ Compensation, Staples currently serves on several other committees: Education, Finance, Natural Resources, the Subcommittee on Higher Education, the Joint Select Committee on Public School Finance, the Select Interim Committee on Water Policy, the Joint Study Commission on Water Environmental Flows and the Texas Commission on Environmental Quality’s (TCEQ) Permitting Process Study Committee. Staples also chaired the Republican Caucus during the 78th Legislative Session.
Senator Staples was recently presented the 2003 Civil Justice Leadership Award by Texans for Lawsuit Reform, the Texas Association of Business “Fighter for Free Enterprise,” and he was named a “Champion for Children” by the Equity Center for his work on behalf of rural school children. In 2002, Staples received Deep East Texas Legislator of the Year, the Independent Colleges and Universities of Texas “Legislative Champion” and was recognized by the Texas County and District Attorneys Association. Additionally, Staples has repeatedly been named among Texas’ Top 10 Conservative Legislators, is a recipient of the Family Law Association Award for Efforts in Family Law and Juvenile Justice, was recognized by the Texas Water Conservation Association, is a member of the Texas Association of REALTORS Legislative Hall of Fame and served on a Conservative Coalition Task Force to meet government needs during the 2003 budget crunch without increasing taxes.
Todd Staples attended Trinity Valley Community College and graduated with honors from Texas A&M University where he earned a B.S. in Agricultural Economics. Upon graduation, he returned home to start the real estate appraisal and brokerage firm he operates today. Staples and his father are partners in a cow-calf operation. A member and deacon of Norwood Heights Baptist Church, Senator Staples and his wife, Janet, have four children.
